SJRTD Board Meeting Highlights

May 15, 2026

Safety and Opening

The meeting began with a review of emergency safety procedures.

Board members said the Pledge of Allegiance, and a roll call confirmed who was present.

Employee of the Quarter Awards

Administrative Employee of the Quarter – Jessica Muñiz

Jessica was recognized for her hard work in Human Resources. She helps employees with workers’ compensation, leave requests, and the drug and alcohol program.

Her coworkers praised her for being kind, professional, and always willing to help. They said she regularly checks on employees who are going through difficult times.

Coach Operator of the Quarter – Christian Vega

Christian was recognized for his excellent work as a bus operator.

Since joining RTD in 2022, he has had perfect attendance and a strong safety record. He is known for being dependable, working hard, and providing great customer service.

CEO and Leadership Updates

RTD announced that it has fully recovered from the cyberattack that happened on March 3.

The agency passed security audits and continues to review its systems to keep information safe.

The CEO also started a forensic audit to improve transparency and help rebuild public trust. The results will be shared when the audit is completed.

Reports and Agenda Changes

One agenda item was postponed and will be discussed at a future meeting.

Board members also received a brief update on the tap-and-go fare payment system. No major problems were reported.

Consent Calendar

The board approved the consent calendar without changes.

Action Items

Construction and Engineering Services

The board approved contracts with several construction and engineering firms.

These companies may help RTD with future projects, inspections, and maintenance work. The contracts could total up to $3.5 million over three years, but work will only be assigned when needed.

Revised Budget for FY 2026

RTD reported a loss of expected funding, including $24.6 million in grant funding and $2.1 million in federal funding.

To help balance the budget, RTD reduced spending in several areas, including vacant positions, materials and supplies, insurance costs, and travel expenses.

The board approved the use of reserve funds to help continue operations while the agency works on long-term financial solutions.

Public Comment

Retired employee Vincent Cantino shared concerns about RTD’s finances.

He spoke about the decrease in reserve funds, lost funding opportunities, pension-related issues, leadership decisions, and the agency’s long-term financial health.

Board Member Comments

A board member acknowledged the public’s concerns and said RTD is working to improve its reputation with government agencies and transportation partners.

The board member thanked employees for continuing to provide service during difficult times and encouraged respectful discussions about the agency’s future.

There were no additional comments from staff.

The meeting ended after about 31 minutes.
