Board Meeting Summary

Overview

The Board of Trustees conducted routine governance business, recognized district achievements, heard public comments regarding student dress code and school safety, received leadership and board reports, and approved several operational and budget-related items.

Opening Procedures

All trustees were present for roll call.

No public comments were received for closed session items.

The board adjourned to closed session and later reconvened in open session.

The meeting resumed with the Pledge of Allegiance.

PBIS Recognition and Awards

A significant portion of the meeting was dedicated to recognizing all nine district school sites for their successful implementation of Positive Behavioral Interventions and Supports (PBIS).

PBIS is an evidence-based framework designed to support students’ academic, behavioral, social-emotional, and mental health needs through a tiered system of interventions:

Tier 1: Universal supports for all students

Tier 2: Targeted supports for students needing additional assistance

Tier 3: Intensive supports for students with significant needs

School teams were recognized by the board and participated in commemorative photographs.

Public Comment

Student Dress Code Concern

A middle school student, Sophia, addressed the board regarding the district’s prohibition on backless shoes. She argued that:

Backless shoes are not a significant distraction.

Enforcement creates additional stress for teachers.

Students often wear them despite the rule.

Hot weather makes such footwear desirable.

Some students may only have one pair of shoes.

Other schools permit similar footwear.

Staff members are allowed to wear backless shoes.

Board members thanked Sophia for her thoughtful presentation and noted that dress code discussions would occur later in the agenda.

School Safety and Fencing

A Heritage Oak parent spoke in support of additional perimeter fencing to improve student safety and requested permission to privately fundraise for iron, non-climbable fencing improvements.

Leadership Reports

District leadership reported ongoing preparations for the upcoming school year, including:

Staffing and hiring efforts

Retirements and personnel transitions

A job fair scheduled for May 6

Continued budget development and planning

Monitoring local housing growth and enrollment impacts

Advocacy efforts for more flexible state funding

Superintendent’s Report

The Superintendent reported on:

Participation in a new superintendent training cohort

Attendance at multiple school open houses

Leadership development activities

District learning walks at Olive Grove

Numerous school visits and staff meetings

Recognition of the communications team for earning eight CalSPRA awards

Celebration of a county-level Administrator of the Year honor

Planning leadership training opportunities for the upcoming school year

The Superintendent also thanked the board and district staff for their continued commitment and engagement.

Consent Agenda and Action Items

Consent Agenda

The consent agenda was approved, with Item 6.13 temporarily removed for discussion.

Item 6.13 – Fencing Projects

District staff clarified that the approved fencing projects involve strategic and directional fencing improvements rather than full perimeter enclosures.

Additional fencing concerns related to Heritage Oak will be brought forward for future discussion.

The item was ultimately approved unanimously.

Additional Actions

Approved remuneration for Trustee Walker’s excused absence.

Approved the annual resolution authorizing end-of-year budget transfers.

Approved additional routine fiscal and operational items.
